The Social Impact Commitement of Cultural Organizations (CISOC) corresponds to the formulation of a public policy measure in the Strategic Plan (2019-2024) of the National Arts Plan (PNA), as part of the Cultural Policy axis (Impact and Sustainability Programme) and is understood as "an act of mutual accountability between the authorities and cultural organisations, which reiterate their social and educational mission".The CISOC is a planning tool that aggregates the dynamics of relationships with audiences and complements each organisation's management tools. It is a support tool for self-assessment of the social impact of cultural organisations, through analysis and monitoring of the results achieved, helping to identify their needs and potential. CISOC emphasises the social responsibility of cultural organisations and encourages organisational transformation and change.Initially conceived to be applied to bodies under the Ministry of Culture, the measure is not limited to this sphere and is now being extended to any cultural organisation and to different public and private spheres. O objeto deste estudo é investigar o contexto que permitiu a explicitação do paradigma da democracia cultural como base de novas políticas culturais em Portugal. Tal contribuição dá-se em razão deste fenômeno ainda não ter sido estudado (Neves, 2021).Os objetivos são: caracterizar os paradigmas relacionados às políticas culturais; compreender o contexto da incorporação do paradigma da democracia cultural na formulação das políticas culturais portuguesas; sistematizar o processo de desenho do Contrato de Impacto Social das Organizações Culturais e respetivos instrumentos.Este trabalho contribuirá para compreender como os objetivos das políticas são convertidos em desenho e instrumentos de política pública, tema que, apesar de remontar a obras clássicas, ainda possui questões fundamentais poucos estudadas (Capano & Howlett, 2020). Também contribuirá para os estudos etnográficosda área de Administração e Políticas Públicas, cuja importância tem sido enfatizada por Ospina e Dodge 2005a; Riccucci 2010; Yanow, 1996; Rhodes, 2007.
