This project investigates mobilizations in the care sector in the context of the Portuguese and Spanish care regimes. In particular, it will analyse the contribution of these mobilizations in bringing this issue to the public agenda, as well as in the design of long-term care policies recently adopted in both countries - the Statute of the Informal Caregiver in Portugal (2019) and the State Care Strategy in Spain (2022). In the Portuguese case, the most recent mobilization around the Citizen's Legislative Initiative “Right to Care, Care with Rights” (2022), which follows on from previous mobilizations, will also be studied. This comparative analysis is particularly relevant given the considerable differences between the cases: in Portugal, the ECI is a measure focused solely on recognizing and regulating the rights of informal caregivers; in Spain, the EEC is a broader measure that seeks to reorganize the traditional model of care. Combining the literatures of social movements, care regimes and political economy, this comparative study will be supported by 1) an analysis of the evolution of policies in the long-term care sector in the 21st century in both countries and, in particular, the measures mentioned above; 2) an analysis of the mobilizations around care; 3) and, finally, an analysis of the interaction and impact of these movements on the care systems in each country. This study will be carried out by triangulating a content analysis of the policies, 40 semi-structured interviews and a process-tracing analysis.
