Critical infrastructures and digital sovereignty: a study of submarine internet cables

Why do ‘Big Techs’ become owners of submarine internet cables, how does this evolution occur and what effects does it have? This project aims to contribute to the current discussions on Political Economy and the impacts on the powers of States and the rights of citizens, based on an object of study that focuses on the critical infrastructures necessary for societies that are increasingly dependent on Internet transmission networks. From an analysis that considers the power relations between companies and the role played by public authorities, we compare the recent experience of three countries - Brazil, France and Portugal - seeking to understand the interaction between market configurations, public regulation and the role of the state, and its consequences on the power relations between companies, states and populations.
