Innovation in Humanitarian Response
Description

InovHumRe is a project financed by the Erasmus+ Programme – KA203 – Strategic Partnerships for Higher Education, aiming to improve the quality and effectiveness of Higher Education Institutes, improving the education of Humanitarian Action students and professionals, through the implementation, in the second cycle of social science courses, of a curricular unit for the evaluation in humanitarian action.

This curricular unit will be based on innovative methodological approaches – participatory assessment in Humanitarian Action and will feature the development of new learning tools that incorporate the contributions of partner HEIs and NGOs directly involved in the humanitarian response, thus filling skill gaps.

The project InovHumRe, will last for 30 months (31/12/2020 – 29/06/2023), is coordinated by Iscte – University Institute of Lisbon and has as partners, the following entities:

Challenge

Europe is the world’s largest provider of development aid and humanitarian action (HA) and is now also hosting a large numbers of refugees. Existing AH training provision at European and international level is insufficiently focused on ground analysis and is not satisfactorily informed in innovative teaching, learning and research methodologies based on field practice.

Objectives

  1. Improve the quality and relevance of teaching in the subject of participatory evaluation in European HEIs, specifically in refugee integration programs
  2. Innovate in HA teaching methodologies, develop new instruments and tools both at pedagogical and substantive level, which can be replicated in different contexts
  3. Match skills with needs of training at the professional level, thus contributing to improve the effectiveness of HA in the field

Strategy

To achieve its objectives, the project will begin with an identification of best practices in the evaluation of Humanitarian Action and an update of the needs in evaluation methodologies, in close collaboration between HEIs and NGOs. This phase will result in a comprehensive analysis with regard to participatory evaluation (outlook report).

In a second phase, the project will define the structure, content and methodology of the curricular unit and its modules, based on the Outlook report. The objective at this stage is to develop the Syllabus of the curricular unit.

The project will also focus on the development of all e-learning tools designed to strengthen the distance education capabilities in the area of humanitarian aid.

These tools will be disseminated among potential users beyond the project through workshops. The curricular unit will be tested in a one-semester pilot course during the lifetime of the project. It will include an Intensive Study Program, in which teachers and students will be exposed to the methodologies that will be taught in institutions that help Syrian refugees in Turkey.

Finally, the project will develop a Handbook of evaluation methodologies for HA, that will consist on a practical guide on how to plan and conduct a participative evaluation in HA.

In the end of the project, students and NGOs will be able to incorporate the evaluation of their work as a significative part of programming and managing their knowledge.

Approach

Activities

  • Identification and collection of good practices, in the area of participative evaluation in humanitarian action, by the partners involved, for the producing the prospective report (outlook report)
  • Promoting a short term training addressed to the partners of the project with the objective of promoting the exchange of ideas and sharing knowledge for the consolidation of the Syllabus (curricular unit).
  • Development of three Multiplier Events in Portugal, Spain and Turkey for the dissemination of the e-learning tools allowing distance teaching and learning of this new curricular unit. This events will be addressed to potential users, namely NGOs and HEI
  • Holding two Intensive Study Programms, to be conducted during the pilot implementation phase of the Syllabus, addressed to students, teachers and professionals working in the humanitarian action area
  • Throughout the project four transnational project meetings will take place (online and face-to-face), through which the partners will discuss the project situation point and will outline the next steps. At the same time and whenever is necessary, more virtual meeting will be promoted between partners.
  • Reflection and preparation of the Handbook about the evaluation methodology of humanitarian action, that will condense all the learning gain through the project, the complete description of curricular unit and the teaching methods and techniques.
  • In the end of the project it will take place a Final Conference in Portugal for the presentation of the Manual and for sharing the results
Academic Research Impact

Foreseen outcomes

1. Comprehensive systematization of existing participatory evaluation approaches and needs applied to HA and in particular concerning emergency response and integration of refugees and best practices and priority areas clearly identified

2. Contribute in an innovative manner to HA teaching, through:

  • Adapted teaching/learning tools in the area of participatory evaluation;
  • Adaptation to the digital transition, enhancing capacities for distance education, which is essential for professionals active in humanitarian settings;
  • 19 HEIs’ professors, 65 students and 9 NGOs staff fully capacitated to develop and implement evaluation methods and systems in the field of HA;
  • 19 HEIs’ professors, 65 students and 9 NGOs staff capacitated in distance education.

3. Enhanced joint strategic work among HEIs and between them and NGOs

4. Awareness raised and stakeholders across Europe reached through dissemination events.

  • Higher Education Institutions, which will have an innovative curricular unit and will strengthen their relationship with NGOs;
  • Students, who will benefit from an innovative methodology and an Intensive Study Program;
  • Teachers, who will develop and provide an innovative curricular unit, strengthening their teaching skills through the application of innovative methodologies

Direct:

  • NGOs, which will contribute to the project results and benefit from employees with improved professional skills.

Indirect: Migrants, refugees and other beneficiaries of AH who will have the support of more qualified personnel
