Aligned with the objectives of Component 5 – “Capitalização e Inovação Empresarial”, this call will be fully funded by the PRR, under the investment “RE-C05-i13 – Unidades de Investigação Científica”.
This investment aims to modernise and restructure scientific research units, including their digital transformation. It is intended to support elements such as large-scale scientific equipment, sets of scientific instruments, scientific archives and data, other knowledge-based resources, information and programming systems, communication networks that promote digital open access, and/or other essential infrastructures to foster excellence in research and innovation activities.
This funding therefore aims to provide financial support for the acquisition, renewal, upgrading and expansion of scientific equipment of research units which, in the 2023/2024 R&D Units Evaluation exercise, obtained the rating of “Excellent” or “Very Good”.

The requested equipment, organised across four ISTAR laboratories and supported by shared infrastructure, is essential for achieving ISTAR’s 2025–2029 strategic plan.
The Informatics Lab, through a state-of-the-art Data Centre, will enable large-scale AI and blockchain research, strengthening Strategic Objective SO4 [Resources]. This investment will integrate the national distributed computing infrastructure (INCD) and, through it, international networks such as the European Grid Infrastructure (EGI.eu), IBERGRID.eu, the Worldwide LHC Computing Grid (WLCG-CERN, https://wlcg.web.cern.ch) and the European Open Science Cloud (https://eosc.eu/). It will promote open digital access for an enlarged community, offering big data and supercomputing capacity, enabling frontier innovation and partnerships with enterprises, public authorities and academic networks worldwide, advancing SO3 [Impact].
The Mixed Reality Lab will combine audiovisual and biometric sensors, 3D audio, high-performance computation and a 3D laser scanner to advance immersive environments, user-centred design and the digital-physical interface, supporting SO1 [Excellence] and SO5 [Audacity].
The Blockchain/DLT Lab will consolidate secure infrastructures for decentralised systems, enhancing SO3 and SO6 [Education] by enabling advanced training and services with high societal value.
The IoT Lab will integrate prototyping tools—microcomputers, GPUs, 3D printers, LoRa gateways and specialised sensors—creating an ecosystem for experimentation and rapid innovation, contributing to SO6 through advanced training and to SO2 [Respect] by fostering inclusive, practice-oriented research.
Finally, infrastructure upgrades (acoustic insulation, power, cabling, HVAC and safety) will ensure resilient, modern facilities, aligned with SO2 and SO4.

The total funding allocated to the R&D Unit comprises the base funding and programmatic funding components, which are intended to further the objectives set forth in Article 11 of the Regulation, namely:
i. Strengthen the institutional foundation of the national science and technology system through R&D units;
ii. Support the provision of basic shared resources for R&D activities and initiatives aimed at creating, strengthening, or enhancing the conditions provided by each R&D unit to better achieve its objectives;
iii. To supplement, as deemed appropriate, the funding secured by R&D units for general activities and the strengthening of internationalization, in order to ensure institutional conditions that maximize the use of available resources, particularly to stimulate strategies for career development and stabilization. To contribute to the costs of further exploitation of the results of activities and projects already completed whose objectives have been successfully achieved.

Lusophony is one of the cornerstones of Portuguese foreign policy. A cultural heritage discourse based on the linguistic legacy of colonialism - the common use of Portuguese - underpins this orientation. Nevertheless, the colonial differentiation of immigrants from former colonies occurs in everyday practices in Portugal. In contemporary Portuguese society, language is used as a device in these processes of subject formation. The territorial border as a mechanism of exclusion of immigrants is often the focus of critical migration studies. In this proposed research, we focus on border practices that are enacted within the territory through processes of raciolinguistic differentiation. These practices reveal the exercise of everyday violence that is legitimised and normalised by the coloniality of power, knowledge, and language. Thus, we discuss how borders are erased in the high politics of the lusophone space, while they are normally performed in the lived experiences of Brazilian immigrants in Portugal.
