Prestação de serviços no âmbito da monitorização e avaliação do projeto JAM!, promovido pela Artemrede, entre Março de 2024 e Dezembro de 2026, nomeadamente: a) Monitorização e avaliação do funcionamento do projeto; b) Avaliação dos impactos territoriais; c) Avaliação dos impactos pessoais nos participantes; d) Produção de dois relatórios anuais e um relatório final sobre ocumprimento dos objetivos do projeto.

Policy Advisory Systems (PAS) são redes de atores de dentro e fora do Estado que, através de evidências e estudos, aconselham a decisão. A literatura indica que a investigação sobre este tema na realidade portuguesa é insuficiente. Este projeto contribuirá para colmatar essa lacuna em dois aspetos específicos: caracterizar a dinâmica de PAS no país, identificando os atores que o compõem e as relações que estabelecem entre si; e analisar a influência de PAS na coerência das políticas públicas do governo central. Para o primeiro objetivo, utilizar-se-á o método de Análise de Redes Sociais, recolhendo dados através de entrevistas semiestruturadas.Para o segundo objetivo, realizar-se-ão observações participantes em projetos do PlanAPP, o Centro de Competências de Planeamento, de Políticas e de Prospetiva da Administração Pública, entidade pública criada recentemente que visa assegurar coerência entre os planos setoriais e documentos de planeamento transversais, trazendo mais coordenação e coerência à política pública.

H:OUSE stems from the recognition of the right to housing as an essential first step towards significant integration of people in need of international protection into host communities. It also recognizes that many successful experiences in terms of support in accessing housing come from bottom-up approaches. The project starts from these premises to explore successful Community Sponsorship experiences, at international, EU and local level, to provide a systematization of the most effective practices, whichextrapolates their relevant strengths. From this, a multi-stakeholder intervention model will be developed and tested, based on the direct involvement of a wide range of public and private sponsors, drawing particularly on those segments of society that can benefit, economically and in welfare, from active engagement with newcomers; as well as on the representatives of the diaspora communities, as solid bridges between the communities of newcomers and the country of reception. This multifaceted group of target stakeholders will receive tailored training and tools to acquire the necessary skills to better engage with and support newcomers. In parallel, local authorities and stakeholders will be involved and informed on the most pressing issues affecting the migrant community, such as the knowledge and accessibility of housing solutions, but also the innovative practices developed in the field. Finally, the project will bring together all these actors in multi-stakeholder sponsorship groups, set up in the 7 project implementation territories (IT, HE, HU, IR, SL), in the collaborative planning and implementation of concrete interventions. The final result will be the creation of a network in direct support of final beneficiaries, backed by a structure solid, informed and connected at EU level, with the potential to influence decisions and promote a paradigm shift in housing policies.

A transformação digital, a inteligência artificial ou a web3.0, são uma realidade global com impacto na sociedade,incluindo no sector publico e terceiro sector, colocando desafios às organizações, aos seus profissionais e na adequação dos meios tecnológicos na ação social.Pretende-se compreender e analisar que tecnologias digitais suportam a intervenção social, e suas dimensões: ética, proteção de dados e relação personalizada técnico/sujeitos de intervenção. Será realizado um estudo exploratório sequencial de métodos mistos a partir da experiência dos técnicos e sujeitos de intervenção social, no âmbito dos serviços da ação social que requerem maior intermediação digital.Inicialmente serão recolhidos dados qualitativos que servirão à construção de um inquérito por questionário, que visa elaborar um quadro metodológico e ético de suporte à intervenção social digital. Deste estudo resultarão recomendações para o desenho de políticas publicas de proteção social, e a elaboração de uma proposta dediretrizes para a intervenção social digital. As energy prices have surged throughout Europe, affecting all households (directly or indirectly) through their energy bill, citizens increasingly want to contribute to the renewable energy transition. Next to market parties and government, the role of citizens in energy communities (ECs) in developing Positive Energy Districts (PEDs) can and should be strengthened, and wider groups of citizens can be involved. From this shared problem and understanding across Europe, the project will work on ‘Creating, Optimizing and Planning Positive EneRgy districts while connecting citizens’ energy at different geographical levels’ (COPPER). The first objective is to co-develop P2P citizens-based support- and information systems that are inclusive of energy-vulnerable groups and which foster active energy citizenship. In P2P platforms information is exchanged on the energy transition, support and coaching are given, and citizens will be trained to become civil energy coaches. This will start from specific neighborhoods, and lead to exchanges between different communities and (eventually) in the wider region. Citizens'  upport and information systems more generally will be identified, based on desk research and contact with key stakeholders and resident groups in each country (see letters of support). Then these platforms will be evaluated in terms of the autonomous role of citizens, facilities offered, sharing of tools, P2P help and coaching, nature of topics and challenges discussed among residents, degree of inclusiveness, and potential for innovation towards PEDs. Moreover, PEDs need to be embedded within the wider energy system by creating reliable entities such as organized ECs with intermediary roles, linking supply, demand, and storage in the energy market.
