INITIATE is a project that aims to empower higher education institutions to develop R&I through institution transformation. INITIATE, in its widening dimension, seeks to raise excellence in science and knowledge valorisation of Europe's universities through cooperation and knowledge circulation. Through stakeholder inclusion and co-design approach, INITIATE will design an approach for institution transformation that will reflect on the current needs and resources of the institution, external elements such as policy barriers, good practices from other initiatives and identification of possible collaboration areas with other institutions including local ecosystems. Through iterative process and R&I Labs supported by online tools such as Knowledge Hub, INITIATE will generate policy recommendations for helping stimulate R&I development and scientific excellence in Widening countries, in addition to research outputs and creation of joint applications for other funding sources (e.g. Horizon Europe). The approach will be demonstrated in Croatia, Portugal and north Macedonia. This will finally result in a roadmap for long term uptake of R&I in widening countries with identified replication cases and forming of the Alliance for green energy transition that will assure the long-term sustainability of INITIATE results. The action focuses on universities in Widening countries, in which the cases for the implementation of INITIATE approach will be conducted. Additionally, the project aims to achieve several outcomes, including the successful institutional reform and upgrade of higher education institutions in the R&I dimension, empowerment to be actors of change, and the mainstreaming of a culture of excellence in science and value creation amongst higher education institutions, particularly in less research-intensive institutions and countries. To achieve these outcomes, the project will engage universities as well as local ecosystems.

O Projeto ESIF.COM-BOOST parte da constatação de que os cidadãos europeus, em geral, e os portugueses, em particular, têm um conhecimento limitado sobre os fundos europeus e uma opinião moderadamente positiva sobre o impacto dos mesmos. Com o presente projeto, financiado no âmbito do Programa de Assistência Técnica 2030 (PAT2030-FEDER-00023200), procurou-se contribuir para o reforço do conhecimento dos fundos europeus por parte dos cidadãos através da melhoria qualitativa dos esforços de comunicação do PT2030 enquanto política pública agregadora dos fundos europeus em Portugal. Para tal, foi desenvolvido um projeto de investigação aplicada destinado à identificação dos principais constrangimentos à comunicação no processo de construção do valor público dos fundos europeus, bem como sinalizar quais as principais intervenções com capacidade para os superar e para gerar cadeias causais com potencial para reforçar o seu valor público ao longo do tempo. Por fim, foi possível ainda sinalizar lacunas de conhecimentos e competências por parte dos profissionais de comunicação social e promover a consequente identificação de propostas de ação no domínio da capacitação de públicos diretamente relacionados com o ecossistema da comunicação social.

Focusing on hybrid trends and models of living (e.g. cohousing and coliving and working flexible and multifunctional spaces), HybGen aims to understand which resilient values and survival strategies young adults (20-35 years old) of Lisbon and Oslo are adopting, and how such strategies intersect with urban green care. The goal is to delve into the hybridity of the new urban lifestyles and the blockages of a generation that, despite being one of the best prepared to face the new challenges of the digital transition, is being sacrificed by the urban economic extractive model. A comparative study will be carried out through participatory action research. This includes fieldwork conducted in both cities; participatory workshops with different stakeholders; a joint seminar to discuss and share findings and good practices; an open-access publication. This bilateral initiative will promote the cooperation, exchange and sharing of knowledge and networking between Portuguese and Norwegian entities, identifying best practices and producing useful policy recommendations for common problems.

This project seeks to analyze the emergence of a global administrative space in transnational climate policymaking and its impact on issue-specific policy discourses. The project draws on research on international bureaucracies (Knill and Bauer 2016; Bauer et al. 2017; Ege et al. 2020), transnational administration (Ladi and Stone 2015; Moloney and Stone 2020; Stone and Moloney 2019), and Global Administrative Spaces (Kingsbury et al. 2005; Chiti and Wessel 2011), as well as broader literature on global climate governance architecture (Aldy and Stavins 2007; Biermann et al. 2009; Keohane and Victor 2011). The bureaucratic side of these governance arrangements will be particularly examined. The concept of International or Transnational Administrative Spaces is relatively new in the fields of Public Administration and International Relations. Kingsbury et al. (2005, 20) identify five types of global administration that together characterize Global Administrative Spaces: administration by formal international organizations, administration based on collective action through transnational networks of cooperative agreements between national regulatory authorities, decentralized administration carried out by national regulatory authorities within contracts, networks or other cooperative regimes, administration through hybrid intergovernmental-private agreements, and administration by private institutions with regulatory functions. Empirically, the project is based on quantitative data collected through the social networks of International Public Administrations (IPAs). Further longitudinal data will be collected and analyzed using inferential social network analysis and natural language processing. The ever-increasing challenge of affordable and adequate provision of housing in Europe calls for collective actions and approaches from different perspectives. Being a social sector, housing requires special attention on the aspects of participation, social cohesion, interaction, and integration in its physical and functional manifestation of space. However, these aspects are ignored since housing is largely driven by its transformation as a commodity. Thereby, lack of co-creation and inclusiveness of civil society in the whole design, planning, and delivery process along with the private and public sector or municipalities involved remains one of the major challenges. In this direction, this project is envisioned to support the transition of the status-quo of housing towards more participatory and inclusive governance, development, and implementation through developing a citizen engagement model.
