Abstract
O presente artigo pretende realizar uma reflexão sobre o direito de livre circulação de pessoas e as suas implicações no quadro de fluxos migratórios, à luz de textos normativos internacionais. Pretende-se enquadrar a questão no cenário de polarização política, examinando a tensão entre uma democracia maioritarista, expressa na ascensão da direita radical nativista, e uma democracia minoritarista, manifesta na cidadania global promovida pela esquerda progressista.
