Study, strategy and plan on aging: old age and social policies in the municipality of Cascais
Description

This proposal responds to the public invitation made by Cascais City Council with a view to carrying out a study, strategy and plan on aging – old age and social policies in the municipality of Cascais. In this sense, this document aims to present (1) a methodological proposal for carrying out the study and the aforementioned strategy; (2) the institution and the proposing team; (3) the timing of the execution of each task; and (4) the resources necessary for its execution. In addition to a brief exposition of the theoretical references that underlie the methodological proposal of the intended action research, the definition of an objective aligned with the needs advanced in the invitation letter, and a detailed description of the tasks, deadlines, resources, and personnel involved, the The document also presents the credentials of the research centers and the team involved in this proposal. We hope that this document makes clear not only the innovative nature of the proposal, but also the unique skills brought together in this team, whose main characteristics and added value are interdisciplinarity and specialization in the topic of aging. You will also be able to check in the documentation that follows in the annex, not only the evidence given of the individual journeys of the team members, but also the excellent reputation and structure of the research centers that support them. The growing proportion of elderly people generally results from a double movement, on the one hand, the privilege of being able to live longer lives, and on the other, the reduction in fertility rates. Despite different rhythms, it is already a phenomenon observed across the globe. Adding years to life is good news, but the challenge is to add life to years. Health is the main predictor of quality of life and ensuring healthy aging. It is in this context that the United Nations General Assembly declared the period between 2021 and 2030 to be the decade of healthy aging. The change in the population profile is particularly relevant and complex within the scope of regional policies, in particular urban management. This is because the possibility of living longer lives was also accompanied by profound changes in the relationships between people and places and also in the structure of families. In the European context, aging policies already have a long and rich history in the most diverse areas of action, both internally in its member countries and within multilateral organizations, particularly the European Union. It is worth noting that the debate surrounding the green paper on aging is currently open.
