PIONEER is an Alliance of European Universities dedicated to SDG 11 'Sustainable Cities and Communities', addressing the need for cities to become inclusive, safe, resilient and sustainable. The alliance brings together 10 impact-driven universities, including an associated Swiss partner, and covers 32 cities and 16 regions across Europe. By bringing together academics, public institutions, private organisations and citizens in our orchestration framework, we will develop joint challenge-based education, impact-driven research and innovation co-creation initiatives that contribute to many European, regional and urban agendas, such as the EU Green Deal and the 'Fit for 55' package. To this end, PIONEER will also be a facilitator of inter-institutional learning and a tool for institutional change. We will achieve this ambition through strategic integration at the institutional level: gradually aligning our individual strategies and institutional trajectories, building a common development strategy to become truly international institutions integrated in a federal framework.This framework will be inspired by the European Union, with a strong strategic centre that draws on and supports the diversity and autonomy of our partners to build a flexible and complementary academic ecosystem, while working together on a common strategy and development path. Committed to spreading European values and promoting inclusion and diversity, the PIONEER Open Campus will offer seamless mobility for students and unique leadership development opportunities for staff. Our Knowledge Hub will enable member universities and over 40 associated partners from regional ecosystems to work together on matters concerning SDG11.
El nuevo impacto intergeneracional: emancipación, vivienda y cuidados en el contexto del familiarismo digital

El objetivo del proyecto es analizar a la actual generación de jóvenes digitales y profundizar en el nuevo pacto intergeneracional, estudiando desde la emancipación hasta las expectativas de cuidados. En el caso de la emancipación, según Félix Requena, la originalidad del enfoque en este proyecto radica en que, además de la parte económica de acceso a la vivienda o al trabajo, se va a analizar el proceso de paso a la vida adulta en cuanto a la relación con sus familias.El proyecto parte del concepto de familiarismo digital, es decir, de cómo están influyendo las tecnologías digitales en la socialización intergeneracional en cuanto a las interacciones, la comunicación y la cohesión de las familias. En concreto, se centrará en el entorno de los países del sur de Europa –España, Italia y Portugal–, que tienen en común la pervivencia de un pacto intergeneracional que garantiza redes de apoyo familiares que se han adaptado también al uso de los medios digitales.Para desarrollar el proyecto se aplicará una metodología mixta, de encuestas y entrevistas en grupos de discusión. Entre las cuestiones que se plantearán están el peso de la vivienda en las trayectorias de emancipación y las nuevas demandas y expectativas de cuidados. El equipo es internacional, con investigadores de los tres países estudiados, e interdisciplinar –sociología, educación, economía e informática– y será coordinado desde el Centro de Investigación Social Aplicada de la Universidad de Málaga.

Decision making of aspiring (re)migrants to and within the EU: the case of labour market-leading migrations from Asia

Despite the global COVID-19 pandemic, Europe continues to be a major destination for transnational migrants, notably from Asia and Africa. The way in which this phenomenon has been unfolding underlines the urgent need to further conceptualise transnational migration by analysing the decision-making of aspiring (re)migrants. This scholarly enterprise is critically important as mainstream migration theories put more of a focus on broader social processes and dynamics, thereby overlooking the human aspects of migration. Basing itself on several migration theories in various disciplines, this proposal adopts a framework that humanises research on (non-)migration decision-making, i.e. highlighting its human aspects in three ways: engendering, decolonising and situating the analysis in temporal, psychological, relational and social contexts. As a case study, this research project will examine the decisionmaking of aspiring (re)migrants from selected Southeast and East Asian countries (China, Japan, Philippines, Thailand, Vietnam) to and within selected EU member countries (Belgium, the Czech Republic, Germany, Italy, Portugal, Finland). These migrants are oriented towards the EU labour markets where they are concentrated in ethnic niches. Employing qualitative and participatory research methodologies, the study will map the extent to which spatial mobility policies at the EU and national levels take into account aspiring (re)migrants’ behaviour, identify the micro- and meso-level drivers of (re)migration aspiration and/or intention and determine the temporality of aspiring (re)migrants’ decision-making. The results of this project will provide concrete information as to how individuals’ migration decisions change over time and on the specific stage at which mobility policies are more likely to play a role in shaping migration outcomes, which will enhance EU migration policies.

Strengthening Migrant Integration through cooperation between Portugal and Cabo Verde

This action is organized around the general objective (G.O.) to strengthen the mechanisms for the integration of immigrants into Cabo Verde society, while reinforcing the contribution to the priorities defined in the cooperation framework between Portugal and Cabo Verde.
This objective is achieved by carrying out several activities oriented towards practical and accurate results, based on the exchange of experiences between both countries to improve the services provided, considering the following specific objectives/outcomes:
• S.O.1. – To improve instruments and operating procedures regarding immigrant integration in Cabo Verde, by implementing four local units for immigrant support, a multichannel platform to support and strengthen public services available to immigrants and developing instruments for local approaches.
• S.O.2. – To develop capacity-building actions for Cabo Verdean authorities (at national and local level), civil society organizations and ACM key staff, in legal migration management and integration.
• S.O.3. – To provide certified professional training of immigrants to promote their professional qualification.
• S.O.4. – To produce and disseminate knowledge about migration in Cabo Verde, by developing studies, awareness-raising campaigns, and setting up a Migration Observatory in the country.

Schooling, academic and professional trajectories of young Brazilian, Ukrainian and Chinese

This research aims to understand the schooling, academic and professional reality of young Brazilian, Ukrainian and Chinese living in three of the most populated municipalities in Portugal: Lisbon, Sintra and Odivelas. This approach will allow to compare and understand how their life biographies are reconfigured according to their national origin, gender and social class. This research also aims to analyse public policies, actions and practices developed for the social integration of these young migrant descendants in Portugal. The methodology includes statistical data and in-depth interviews, in order to understand the dynamics of social integration experienced by these youth, and the differences of these life experiences according to diverse social and cultural contexts. The schooling of Chinese children in Portugal

The research aims to analyze the schooling process of Chinese children attending basic schools in our country, namely, their performance in school, compared to other groups: native students and students with other immigrant backgrounds.
Based on official data from the Ministry of Education the results obtained standardized tests are compared by these groups of students, taking into account their social and academic profile. In addition to the gender differences, the differences in the parents' birthplace, the level of schooling achieved by the parents and the birthplace and nationality of the Chinese students will be taken into account.
The results will be discussed in the light of the latest research results on the educational performance of descendants of populations of Chinese origin carried out in different countries on different continents.

(In)equalities in the school paths of descendants of immigrants

Every year, the Ministry of Education's DGEEC systematises school attendance and results obtained by students in primary and secondary education according to their nationality and it is possible to know that school performance (measured by transition rates and by referral to non-regular education routes) varies considerably according to the nationality in question. It is not possible to know the impact on these results of a set of variables which predict them, such as the socio-educational conditions of the parents, the gender of the pupil or the socio-ethnic composition of the school and the class attended. Are the effects similar for all national origins? Which variables are more decisive in the achievement of students with a migrant background?It was possible to establish a protocol between CIES-Iscte and DGEEC/MEC that makes it possible to regularly (annually) provide statistical information collected by MEC regarding students from immigrant backgrounds in the form of micro data. Using this information, we intend to answer the questions raised, drawing a portrait of the schooling of these children and young people throughout the present decade in our country.

New Chinese immigrant communities in Portugal

Since the beginning of the 21st century, migration and settlement of new Chinese communities in Europe (business migrants, highly skilled migrants, international students and lifestyle migrants) have been growing. In Portugal, the rise of Chinese migrants has followed this trend, demanding a better knowledge on their characteristics as an ethnic group, their migratory pathways and their social and professional trajectories. Current research on this community is still scarce and mainly focused on labour migrants, not considering their heterogeneity as a social group or geographic diversity. This project aims to contribute to the analysis of new Chinese communities in Portugal, through several specific aims: (i) comparative analysis of migratory and transnational flows between Portugal, Europe and China; (ii) characterization of their social, educational and cultural profiles; (iii) identification of their economic and professional activities, having in mind their entrepreneurial strategies, and the opportunities and constrains that they might be subject to; and (iv) the analysis of the trajectories of social integration of first and second generation migrants. The methods to be used in this project will be both quantitative (statistical data) and qualitative (semi-structured interviews, biographic interviews).

Social integration of Chinese descendant immigrants in Portugal

Chinese immigration to Europe has a growing importance nowdays, given Chinese economic, political and cultural expansion worldwide. At a Europen level, Portugal is no exception, since the Chinese community has been increasing since the 1990s. The settlement of Chinese migrants and their children is important because of their social integration in the country. The aim of this research is to analyse the social integration of Chinese descendants in Portugal, through the analysis of their social trajetories using four specific dimensions: family, education, work and social networks. This projet will use a quantitative (Census 1981, 1991 and 2011) and qualitative (semi-strutured interviews) methodology, through which Chinese descendants born in China and Portugal will be sistematically compared. This analysis will enable to capture their continuities and ruptures when related to their parents' social trajectories.

Evolution and Patterns of Divorces in Binational Couples in Portugal (1988-2013)

This research project aims to analyze the evolution and patterns of divorce in binational couples in Portugal between 1995 and 2013. The interest for the divorce in binational couples (also known as exogamic and mixed) lies in the fact that the immigrant communities in Portugal have grown considerably after the 1990s, contributing to the rise of binational couples between individuals of different national origins.
This project includes divorces between national citizens (Portuguese nationality) and citizens of some of the most represented immigrant communities in Portugal, namely from one of the following groups: a) African Countries of Portuguese Speaking Language (PALOP) (Cape Vert and Angola); b) Brazil; and c) Eastern Europe (non-EU) (Russia and Ukraine).
In order to develop a deeper analysis of the motives that lead to the marital disruption, this research project uses a quantitative analysis on the evolution of binational divorces and the sociodemographic characteristics of the partners involved, and a qualitative analysis about the process of the divorce itself, and the main difficulties occurred at a legal, personal and familial level by the immigrant citizens.

Trends and Patterns of Bi-national Marriages in Portugal (1988-2011)

The aim of this project is to describe, analyse and interpret the development of bi-national marriages in Portugal from 1988 till 2011. The bulk of the data will be taken from official Portuguese institutions, particularly from the micro-data on marriage held by the National Institute of Statistics (INE). The study of these databases will give particular significance to the analysis of certain central demographic indicators, e.g. gender, year of marriage, city of residence, place of birth, nationality, children of the marriage, age of partners, previous marital status, profession and education. This information will not only enable us to create the longitudinal design of the main trends and patterns of bi-national marriages in Portugal but also to understand who the social actors (Portuguese and foreign partners) in these mixed unions happen to be.
