The main objectives of the project are, firstly, to develop an in-depth diagnostic study of the municipality of Cascais (territorial, demographic and socio-economic projections) and its public and private education system (school network, school population, school performance, educational projects and partnerships); and, secondly, to draw up a technical proposal for an educational charter and a municipal educational strategic plan, a document that falls within the competence of the City Council, which responds to the current challenges facing schools and the needs of the municipality in the field of education, with the aim of promoting school success and the quality of learning, within a framework of strengthening the recursive role of local authorities in the educational system in conjunction with European, national and regional programs and projects; through a multi-method methodology with a strong component of promoting the participation of stakeholders and local actors in the diagnosis and design phases of local education policy and, subsequently, in the implementation/monitoring and final evaluation phases.

Statistical information also shows that both in Portugal and on average in EU countries, the risk of poverty or social exclusion is higher in the socialgroup of people with disabilities, with greater intensity in households made up of women. According to Portugal et al.,2010:14: "People with disabilities are among the poorest of the poor in various societies, constituting(...)what is commonly known as the inner third world, that is, the world made up of socially excluded and economically unprotected population groups, even in developed countries."Given that the intensity of the social phenomenon described remains unmitigated, the main international and European bodies, such as the UN and the European Commission, have insistently urged countries, through various reference documents, to design statistical and social indicator tools that make it possible to assess and monitor the living conditions of people with disabilities, as well as the impact of public policies on the daily lives of these citizens. Although Portugal has ratified the Convention on the Rights of Persons with Disabilities, Articles 30º and 32º of which recommend that countries design and implement a system for observing public policies that have an impact on this area and how they affect the living conditionsof people with disabilities, this recommendation has not been implemented to this date. In addition to being scarce, the existing statistical information in this regard is dispersed across sectors and is not harmonized from a conceptual point of view, which makes it difficult to read.
The project therefore aims to fill this gap, which is widely accepted as essential. A proposta é relevante para os objetivos e as prioridades da Ação Chave 220 Adultos e a mesma assenta na prioridade “inclusão e diversidade”, visto pretender a promoção da autodeterminação e a inclusão de jovens e adultos com autismo através das artes, nomeadamente do teatro. O perfil, a experiência e as atividades que as organizações desenvolvem são bastante relevantes, visto a maioria delas trabalharem diretamente com jovens e adultos autistas. Foi feita uma análise das necessidades por parte das instituições que integram a parceria, essencialmente no que concerne à analise de estudos internacionais que comprovam os benefícios do teatro e de outras atividades culturais nas pessoas portadoras de autismo e também verificaram que existe um longo trabalho a fazer no que concerne à pela integração dos autistas. A proposta cria sinergias somente entre os domínios da educação, formação e juventude. A proposta é complementar a outras iniciativas já realizadas pelas organizações participantes e baseia-se no know-how e no trabalho anterior (política, metodologias, boas práticas, partilha de informações) e pesquisa dos parceiros e envolve algumas instituições que já colaboraram em outros projetos. Esta proposta é inovadora porque se assume colaborativa e pretende usar o teatro para ajudar a integrar jovens e adultos com autismo e pretende incluir a participação dos mesmos em várias etapas do projeto. A mesma pretende também envolver atores amadores e profissionais, assim como outros colaboradores da cena (inter)nacional. De referir que existem vários projetos nacionais e internacionais que já usam a arte para auxiliar pessoas com diferentes graus de deficiência. À exceção da organização coordenadora todas as instituições trabalham com pessoas com autismo e a instituição ATVK assume-se como a companhia de teatro com maior experiência na área das pessoas com autismo em Portugal. The political and administrative management of the healthcare crisis provoked by the COVID 19 is a key issue in preventing the spread of the disease. The Mc-COVID 19 project is set to analyse the socio-sanitary co-ordination procedures in the context of institutionalized older-age care (age group that appears particularly vulnerable in this epidemic context), in Spain as well as in the rest of the EU-15. This study focuses on the articulation of resources between health and social policies, and aim to contribute to improve the effectiveness of the decision-making process and crucial aspects in the fight against the pandemic. Findings also aim to be useful to inform other public policy sectors involved in crisis-related situations.

This project promotes the participation of children/young people with autism in activities developed by community structures, on equal terms with their pairs, through the support of “young mediators for inclusion”. This will allow a progressive transformation of community structures, which will certainly prolong the project's impact in a sustainable way once the project is over. The YMI aims to: (i) design and test in three European countries an innovative / pilot methodology to include children / youth with autism in regular community structures (sports clubs, cultural and recreational associations, activities promoted by municipalities, etc. ), on an equal basis with other children through technical follow-up (mediators for inclusion) and through evaluation and necessary adaptations; ii) training “young mediators for inclusion” (facilitating agent that promotes the inclusion in articulation with the family and contexts); iii) training technicians and other staff of all community partners, in order to ensure the full participation of children/with autism; iv) design a European guide for the inclusion of children/youth with autism. To implement this innovative project has been established a consortium which includes 4 european associations (Inovar Autismo, Autismo Burgos, Autism Europe and Diversamente Onlus), a portuguese university (ISCTE-IUL) and a partner entity specializing in new technologies (Interactive media knowledge transfer intermediate).

The employment crisis and the Welfare State in Portugal: deterring drivers of social vulnerability and inequality

EmployALL aims to study the relationship of mutual dependence between employment and social protection. In the context of the Great Recession and the ensuing 'adjustment program' in Portugal, this interdependence manifested itself as an articulation of a crisis of employment with a crisis of social protection. The employment crisis involved an unprecedented rise of unemployment, wage decline and precarious work, which increased the burden on social protection. The outcome, aggravated by cuts directly affecting social protection, was a shortfall in the responsiveness of the system to new social vulnerabilities - a crisis of social protection. The two concomitant crises widened inequalities in diverse territorial contexts. EmployALL addresses the following research questions: 1) Which mechanisms connect employment (unemployment, precarious work and wage decline) to social protection (its capacity to respond to increasing demands), and to what extent the increased pressure on, and the social protection system shortfalls have contributed to augment risks in employment and unemployment? 2) To what extent is the articulation of the employment and social protection crises converging in the production and cumulative reproduction of inequalities, and how is this process to be reversed through public policies? The project will draw on an interdisciplinary methodological framework and will use quantitative and qualitative methodologies at different territorial scales. A structure of 6 work packages (WP) will be adopted. WP1 will be devoted to the theoretical mapping of the relations of mutual dependence between employment and social protection. Patterns of resilience during socioeconomic crises among households in Europe

Since 2008, Europe has been shaken by an ongoing crisis. But, in analogy with medical and psychological findings, some parts of the vulnerable population, although experiencing the same living conditions as others, are developing resilience, which in our context means that they perform social, economic and cultural practices and habits which protect them from suffer and harm and support sustainable patterns of coping and adaption. This resilience to socioeconomic crises at household levels is the focus of the proposed project. It can consist of identity patterns, knowledge, family or community relations, cultural and social as well as economic practices, be they formal or informal. Welfare states, labour markets and economic policies at both macro or meso level form the context or ‘environment’ of those resilience patterns. For reasons of coping with the crisis without leaving the common ground of the implicit European social model under extremely bad monetary conditions in many countries, and for reasons of maintaining quality of life and improving social policy, it is a highly interesting perspective to learn from emergent processes of resilience development and their preconditions. Thus, the main questions are directed at understanding patterns and dimensions of resilience at micro-/household level in different types of European member and neighbour states accounting for regional varieties, relevant internal and external conditions and resources as well as influences on these patterns by social, economic or labour market policy as well as legal regulations.
Processes of inclusion of women victims of domestic violence: education, vocational training and entrepreneurship

The research project "Processes of inclusion of women victims of domestic violence: education, vocational training and entrepreneurship" analyzes the process of social and economic autonomy of women who leave violent relationships and enter into a shelter. With three axes of analysis - policies, institutions and individuals (women victims) - the overall objectives of the project are developed at macro, meso and micro level. The project aims to: 1. Assess the importance of political strategies in education, employment and training, social inclusion and equality in the process of social reintegration of victims of domestic violence and the prevention of their revictimization; 2. Map and examine the policies for the social reintegration of the victims and the role of the support institutions, namely shelters; 3. Understand the process of social reintegration of victims of domestic violence who have been hosted in a shelter; to longitudinally analyze the inequality of resources throughout the life course of the woman and the strategies to promote their autonomy and a life project.

Erasmus Mundus Master in Social Work with Families and Children

The action-research project in social work with families and children aims to implement an international master's degree, including European and African universities - MFAMILY Erasmus Mundus Joint Master Degree. The programme enhances the knowledge and the skills needed for working internationally with interventions for vulnerable children and marginalized families.
The Erasmus Mundus project provides 139 scholarships for students, teacher mobility and lectures by Visiting Scholars from various countries. In addition, it contributes to research with articles on innovative topics.
The programme is jointly developed by Iscte-University Institute of Lisbon, University of Gothenburg (UGOT), University of Stavanger (UiS) and Makerere University (MU).
The first semester is spent in Lisbon, Portugal, the second semester in Stavanger, Norway and the third semester in Gothenburg, Sweden before the students move to one of the four partner institutions to work on the master’s thesis. The language of instruction is English.
The aim of the programme is for students to graduate having a sound practical foundation in: understanding the diverse and varied contexts, life situations and challenges faced by children and families in Europe and selected international settings; applying skills to work appropriately in and with these contexts; using and developing research to inform knowledge and practice for working with vulnerable children and families; and applying the values of international social work.
Educational Challenges in Southern Europe. Equity and efficiency in a time of crisis

The project is focused on five major areas over which the impacts of the crises will be more closely assessed: the initial education and training; the institutional paths for transition from school/training to work; adult education and lifelong learning; the transparency of qualifications and the articulation between the education and training systems; the structure of services and benefits aiming at guaranteeing universal access to the education and training systems.For each of these five areas, the following key dimensions of analysis are considered: (a) diversity and relative importance of available pathways within the system, (b) curricula; (c) human resources (d) budget and funding circuits; (e) the quantity and quality of physical spaces. Results indicators will be analyzed in all five areas, such as coverage and attainment.

Civil Engagement in Social Work: Developing Global Models

This project aims to examine the role of civil society in supporting vulnerable members of the community within the context of social welfare reform, neoliberal policy and new public management initiatives. Pressures of marketization, austerity and statutory intervention are challenging policies to reducing poverty, social inequality and social exclusion and promoting social cohesion and developing social capital. The project involves EU and associated countries that are undergoing significant social and economic change, namely England, Italy, Portugal, Spain and Turkey, whilst non EU countries, Brazil, Russia, India, China and South Africa are newly advanced economic development countries. The project will enhance the understanding and knowledge based models of global sustainable social welfare service delivery.

Poverty, Social Classes and Ways of life: Portugal in The European Context

The project's objective is to discuss and present some new theoretical proposals and to operationalise key concepts based on micro-data from the European Community Households Panel (ECHP), with a view to making an innovative contribution to the social characterisation of contemporary Portugal in the European context. The intention is to cross the problematics of social classes and underclass and the distribution of incomes and poverty. It will combine traditional approaches taken by the analysis of income that is characteristic of economic science, with some core areas of sociological research, such as the structured systems of social inequalities. The presentation of the ways of life concept will complement and deepen in a qualitative perspective this objective.
